Transport ordered to install facilities for handicapped, elderly

Philippines - The Department of Transportation and Communications (DOTC) has begun implementing the law that requires all transportation system to provide persons with disabilities and older persons with special facilities onboard sea-, air- and water-transport systems.

Transportation Secretary Leandro Mendoza said that in implementing the Philippine Plan for Action for Older Persons and the promotion of the Welfare of Persons with Disabilities, the efficiency, safety and reliability of transport systems should also be ensured.

With the passage of the new law, Mendoza also ordered the renovation of DOTC building as provided by the designs and specifications of the law.

With the DOTC itself complying with the law, Mendoza said, it now has the moral authority to require all transport systems, both public and private, to provide adequate facilities for senior citizens and persons with disabilities, including pregnant women and minors.

Transportation Assistant Secretary Robert Castañares said airport facilities and buildings are now required to have special ramps, railings, wheelchairs and special personnel assistance. Discounts may be granted to companions of the handicapped and elderly.

He said that all the 13 MRT stations on EDSA have been equipped with elevators and escalators, with the exception of the Ortigas southbound station. Ramps from sidewalk to the elevators have also been constructed.

Signboards have been posted in strategic locations in the MRT stations for the convenience of the handicapped and elderly and other special passenger groups.

Passenger buses, the MRT, Philippine National Railways and LRT included, have also been directed to designate particular seats for these persons.

In the DOTC directive, all aircrafts for hire and public airport were required to provide access features and stickers for the special passengers who, now, are entitled to designated seats.
