Taipei - Senators Expose a Sinister House for the Aged and the Government agreed to Investigate it

Huimin Chen, senator from Taipei City and a member of the National Party pointed out that there are a lot of problems in some houses for the aged in Taipei. He said that those families who have their elders in the houses dare not to report the problems to the authorities for fear of endangering their elders who live in the houses.

台北 -﹁老先生中風臥床，健保卡蓋滿婦產科、小兒科門診紀錄﹂、﹁申請買新氣墊床，卻睡舊床﹂，國民黨籍台北市議員陳惠敏今天揭發北市有﹁黑心安養院﹂，和部分不肖診所、廠商掛鉤，聯手侵吞北市社福資源，社會局長顧燕翎表示，將針對評鑑不佳的安養中心，加強稽查。

陳惠敏下午在民政部門質詢中針對安養中心管理問題質詢指出，北市部分安養院黑幕重重，家屬顧忌老人家待在安養院內，敢怒不敢言，向他提出檢舉。

他說，社會局每年編列上億元經費，提供教養機構申請身心障礙者生活補助項目，其中包括生活輔助器具費用，部分﹁黑心安養中心﹂大鑽漏洞，和廠商掛鉤，購買劣質貨或以舊物重複使用，趁申請生活輔具補助之便，虛報費用。

顧燕翎坦承，受限於人力，過去社會局並未針對生活輔具補助進行稽查，這部分的確有管理上的問題，社會局將檢討、改善。

陳惠敏接著說，也有安養院和業績差的診所掛鉤，把老人家當人頭，以﹁吃健保卡﹂的方式牟利，一名在北市某安養中心的朱老先生家屬就發現，朱老先生的健保卡被蓋上婦產科、小兒科門診紀錄，相當誇張。

陳惠敏指出，經他訪查北市四十多家安養院，發現上述情況比比皆是，也傳出老人的財物遭竊、沒有行動能力的老人被餵食隔夜的剩菜剩飯等，要求社會局加強稽查。

顧燕翎表示，社會局每年都會評鑑安養院，每個機構三年評鑑一次，對於評鑑結果較差的安養院，社會局會加強稽查。
