Minister for Social Protection Éamon Ó Cuív has said he cannot rule out a Budget cut to the Old-Age Pension.
Cabinet ministers have been given a four-week deadline to come up with cutbacks in their individual departments.
Elderly people took to the streets in their thousands in 2008 when the Government announced plans to end the automatic entitlement to a medical card for the over 70s.
In response to the protests, the Government amended their plans.
In last December's budget, Finance Minister Brian Lenihan specifically excluded the old age pension from cuts.
But today, the Minister for Social Protection said he could not rule out one particular group from cuts because of their age.
Groups representing older people say such a move would be detrimental to pensioners.
Age Action Ireland said older people will not take any pension cut lying down.
And they say pensioners are likely to take to the streets to voice their objections if such a measure was introduced.
