Congress dips into rural housing

The House Financial Services Housing Subcommittee, chaired by Rep. Bob
Ney (Ohio), will hold a hearing today to discuss the state of rural
housing in America. "As a member representing
a large rural area, I have a keen interest in the rural housing programs
and how they impact my communities. It is important for this Subcommittee
to review these programs and to determine how to make them more efficient
and cost-effective," said Chairman Ney. The Rural Housing Service (RHS),
an agency under the aegis of the Department of Agriculture, aims to
improve the quality of life in rural areas by providing housing and
community loans and grants. Rural areas are often plagued by poverty, high
numbers of substandard homes, affordable housing shortages, costly
development and inadequate access to mortgage loans. The RHS funds its programs
through an insurance fund which provides direct loans, guaranteed loans
and grants to help families obtain affordable housing in rural areas.
Various programs also aid families in building, repairing and renovating
rural residences. RHS funds single-family homes, apartments for low-income
persons or the elderly, housing for farm laborers, childcare centers, fire
and police stations, hospitals, libraries, nursing homes and schools. The
Subcommittee, which has jurisdiction over the nation's housing programs
under the Department of Housing and Urban Development and the Rural
Housing Service, will hear from various housing experts about the impact
