Kaiser Issues New Health Care Reform Explainer on Health Insurance Subsidies

The new paper, Explaining Health Care Reform: What are Health Insurance Subsidies?, examines the different ways that premium and cost-sharing subsidies can be structured and explores key related questions that policymakers are discussing as they consider health reform. The paper focuses on new subsidies being considered for people buying coverage on their own (perhaps through an insurance exchange). Premium subsidies, in particular, are important because they are a prime determinant of how many people will gain coverage through various reform plans and because they account for a large portion of the cost of any health reform proposal that significantly increases health coverage. 

The paper is among a growing collection of resources available on the
Foundation's health reform gateway page (http://healthreform.kff.org/), which serves as a clearinghouse of key information, news and analysis about national health reform efforts. The gateway includes an interactive online tool allowing users to compare major health reform bills, the Foundation's research and analysis on key issues in health reform, Kaiser's polling data, analysis from Kaiser president Drew Altman including a recent column addressing subsidy issues, and news summaries compiled by Kaiser Health News, an editorially independent health policy news service established by the Foundation.
