GAA Interview Series 1 - Interview with Ahmad Zia Langari of  Afghanistan

Ahmed Zia Langari is responsible for promoting  the human rights of persons with disabilities in Afghanistan.    He’s the focal point for disability and coordinates the work on human rights instruments. In his country,  families take care of rich older persons but poor elders suffer the most because they have little opportunity to get the health care they need.  They have no access to preventive or curative medicine.  Although the government says that it offers health care for elders, it does not provide low or no cost geriatric medicines.  Doctors tell old people to buy the medicine in the market place; however this practice is very expensive since it’s a commercial transaction.  Drug sellers urge elders to get tested in the markets before buying the medicines which also costs a lot. 
Because they are poor, older Afghans have very little access to education about available technologies that might help them because they are poor.  They don’t have money to pay for lessons about how to become trained about the internet. Yet older people do have capacity to learn; they don’t have the money to pay for it.  Also, old Afghans have no chance to get jobs; rather, the government and society have put emphasis on the young.  In the social arena, an older person has little chance to win an argument or dispute. Langari calls for the adoption of a binding human rights instrument to strengthen older people’s rights.  It must be obligatory for all governments everywhere.

Ahmed Zia Langari est chargé de promouvoir les Droits de l'Homme des personnes handicapées en Afghanistan. Il est le médiateur pour le handicap et coordonne le travail sur les instruments relatifs aux droits de l'homme. Dans son pays, les familles s'occupent des personnes âgées riches, mais ce sont les pauvres qui souffrent le plus parce qu'ils ont peu de chance d'obtenir les soins de santé dont ils ont besoin. Ils n'ont pas accès à la médecine préventive ou curative. Bien que le gouvernement affirme offrir des soins de santé pour les aînés, il ne fournit pas de médicaments gratuits ou peu onéreux en gériatrie. Les médecins encouragent les personnes âgées à acheter les médicaments sur le marché, mais cette pratique est très coûteuse car il s’agit d’une opération commerciale.
Parce qu'ils sont pauvres, les Afghans âgés ont très peu accès à l'information sur les technologies disponibles qui pourraient les aider. Ils disposent de capacités à apprendre mais n'ont pas l'argent pour payer pour cela. En outre, ils n'ont aucune chance d'obtenir des emplois, car le gouvernement et la société ont mis l'accent sur les jeunes. Dans le domaine social, une personne âgée a peu de chance de gagner dans le règlement d’un différend. Langari appelle à l'adoption d'un instrument contraignant concernant les Droits de l'Homme pour renforcer les droits des personnes âgées, qui doit être obligatoire pour tous les gouvernements du monde entier.

Ahmed Zia Langari es responsable por promocionar los derechos humanos de gente con discapacidades en Afganistán. Él es el punto de referencia para las discapacidades y coordina el trabajo sobre los instrumentos de los derechos humanos. En su país, las familias cuidan a los ancianos ricos pero los ancianos pobres sufren porque tienen poca oportunidad para adquirir la ayuda médica que les hace falta. No tienen acceso a la medicina preventiva o curativa. Aunque el gobierno dice que le ofrece cuidado medico a los ancianos, no le ofrece medicina geriátrica a bajo o sin costo. Los doctores les dicen a los ancianos que compren la medicina en el mercado, pero esta práctica es muy cara porque es una transacción comercial. Vendedores de drogas les sugieren a los ancianos que se examinen antes de comprar las drogas, pero eso también cuesta mucho. Ахмед Зия Лангари занимается правами людей с инвалидностью в Афганистане. Он член центра для инвалидов и координирует работу по договорам по правам человека. В его стране, семьи заботятся о богатых пожилых людях, но бедные пожелие люди больше всего страдают, поскольку они имеют мало возможностей для получения медицинской помощи в которой они нуждаются. Они не имеют доступ к профилактическим и лечебным медицинам. Хотя правительство утверждает, что оно предлагает медицинское обслуживание для пожилых людей, оно не обеспечиваeт низкую плату или бесплатныe гериатрическиe лекарственныe средствa. Врачи говорят старым людям, чтобы они купили лекарства на рынке, однако эта практика является очень дорогой, так как это коммерческая сделка.
Потому что они бедные, пожилые афганцы имеют очень ограниченный доступ к образованию о доступных технологиях, которые могли бы помочь им.  Кроме того, старые афганцы не имеют шансов получить работу, а, скорее, правительство и общество делают акцент на молодежь. انه النقطة المحورية للإعاقة وينسق العمل على صكوك حقوق الإنسان. في بلده فإن الأسر تعتني فقط بالمسنين الأغنياء ولكن كبار السن الفقراء يعانون أكثر من غيرهم لأن لديهم فرصة ضئيلة للحصول على الرعاية الصحية التي يحتاجون إليها. ليست لديهم إمكانية للحصول على الأدوية الوقائية أو العلاجية. ورغم أن الحكومة تقول انها تقدم الرعاية الصحية لكبار السن، فإنها لا توفر ادوية بدون أي تكلفة او تخفيضات للمسنين. يخبر الأطباء كبار السن ان يشتروا الأدوية في السوق، ولكن هذه الممارسة مكلفة للغاية اذ انها صفقة تجارية. باعة الدواء نحث كبار السن إلى الحصول على اختبار في الأسواق قبل شراء الأدوية التي تكلف الكثير أيضا.
 انهم لا يملكون المال لدفع تكاليف دروس لتدريب حول شبكة الانترنت. بعد كبار السن لديهم القدرة على التعلم، لكن ليس لديهم المال  لدفع ثمن الدروس . أيضا، الأفغان القدامى ليست لديهم أي فرصة للحصول على وظيفة، بل إن الحكومة والمجتمع ركزوا على الشباب. لانغاري يدعو إلى اعتماد وثيقة حقوق الإنسان الملزمة لتعزيز حقوق كبار السن. يجب أن تكون واجب على كل الحكومات في كل مكان.
