"Age doesn't count, what counts is the spirit": older Bolivians demonstrate for their rights

The Bolivian National Commission for Older People produced the plan in consultation with civil society representatives and government departments.

The plan is guided by seven principles - participation, dignity, right to attention, self-realisation, independence, equity and justice. Objectives include developing policies, strategic plans and programmes, and strengthening older people's organisations.

Reaching local government

The Vice-Ministry for Generational Affairs now has a mandate to disseminate the plan to municipal government bodies and will seek to provide training on how the plan can be integrated into municipal planning strategies.

Defensa del Anciano (DEFAN), a Bolivian national network of government and non-government organisations, older people's groups and the Catholic Church, has been actively involved in lobbying for these changes. DEFAN was formed in 1995 to raise awareness of older people's role and to promote their rights, with the aim of improving their quality of life.

HelpAge International supports DEFAN as part of its 'Older people for change' project to develop national networks in Latin America promoting older people's rights and the inclusion of ageing issues in policy making.
